Escort Agencies Not Working

It might not be a bug it certainly looks like one. Only one of my escort agencies is receiving jobs at all, out of three.
Like I said it might not be a bug but it strikes me as weird that only one agency is getting jobs, and getting plenty, and the other two are absolutely dry after the same amount of times, talking months without a job.
Any ideas?

Its because your service fee is too high.
In London you have 500$ service fee and no customers, try lowering it.
In Manchester you have 100$ and you seem to be pulling plenty of customers
